BBARWA board to take up Greenspot Recharge Project financing plan at August 26 meeting

The Big Bear Area Regional Wastewater Agency will also vote on key contract amendments tied to the Replenish Big Bear program, which could affect local water rates.

The Big Bear Area Regional Wastewater Agency's governing board will meet August 26, 2026, at 5:00 p.m. at 121 Palomino Drive in Big Bear City to consider a funding and financing plan for the Greenspot Recharge Project — a decision that could shape how local ratepayers pay for the valley's long-term water replenishment efforts.

The Greenspot Recharge Project is a centerpiece of the broader Replenish Big Bear program, which aims to restore groundwater supplies in the Big Bear Valley. Before the board takes up the financing plan as a formal action item, staff will first deliver a status report on the project during the meeting's information section.

Two contract amendments tied directly to Replenish Big Bear are also on the table. The board will vote on Amendment No. 2 to a professional services agreement with NHA Advisors, LLC, which covers the WIFIA loan application and financial plan development for the project. WIFIA — the Water Infrastructure Finance and Innovation Act — is a federal low-interest loan program. The board will also consider Amendment No. 7 to an agreement with Tom Dodson & Associates for environmental services work.

In a separate action, the board will weigh a resolution declaring a portion of agency-owned land — identified as APN 0315-253-51 — as Exempt Surplus Land under state law, a procedural step that would allow the agency to move forward with a specific use of that property.

The board is led by Chair Kendi Segovia and Vice-Chair Larry Walsh, with Directors Rick Herrick, John Russo, and Andrew Sauer rounding out the five-member panel.

Because the financing plan discussions could have rate implications for Big Bear Valley water and wastewater customers, residents with concerns are encouraged to attend and comment.
